Over the last 20 years, the rate at which patients are added to the waiting list has skyrocketed, whereas organ donation rates have remained unchanged. The Living Legacy Registry was created through legislation, enacted in 2003, to enable the public to make an educated decision about donation, then record their personal decision to be an organ and tissue donor.
